Nuceyźn Kurdistanź Haber Ekle: Iraq ceasefire offers potential breakthrough, unrest continues elsewhere
    di Friday, 28.May. @ 00:00:00 CEST
    28.05.2004

    NAJAF, Iraq (AFP)
    - A ceasefire between US troops and Shiite militiamen in this holy city offered a potential breakthrough in one of the most intractable problems threatening the return to Iraqi self-rule.

Iraqi national security adviser Muwaffaq al-Rubaie said fighting stopped at 2:00 am (2200 GMT Wednesday) and the US-led coalition later confirmed that it had suspended offensive operations against radical Shiite cleric Moqtada Sadr's forces.

A coalition spokesman said Iraqi security forces would take responsibility for security after Sadr withdrew his Mehdi Army.

"Until that time coalition forces will suspend offensive operations but will continue to provide security by carrying out patrols," spokesman Dan Senor said.

The details of the deal are to be thrashed out in continued talks between Sadr and senior Shiite politicians, Iraqi officials said.

Rubaie said US forces would relocate to bases outside Najaf, except for units protecting the provincial governor's office and coalition headquarters, once Iraqi security forces had resumed control of the city.

Sadr has offered to withdraw his fighters from Najaf as long as US forces also pull back as part of an agreement to end seven weeks of fighting that has left hundreds of militiamen dead.

But Sheikh Ahmed al-Shaibani, a spokesman for Sadr's office, refused to put a timeframe on a militia withdrawal.

"There are very serious efforts this time to solve the crisis but nothing official has occurred yet," he said.

The deal does not provide for the disarmament of the militia and makes no mention of cities other than Najaf and neighbouring Kufa. Neither is it clear if or when Sadr would go before a court to face charges relating to the alleged murder of a rival cleric last year.

Senor said the coalition was "cautiously optimistic" about the chances of peace, but insisted Thursday's deal was only a first step towards a lasting agreement.

Coalition officials claimed their position had not shifted "one iota" and that Sadr must still face justice and disarm his militia.

Brigadier General Mark Kimmitt, deputy director of military operations, declined to say if US troops would arrest the cleric if they had the chance -- despite weeks of saying they wanted to kill or capture him.

Sadr's decision to come to the negotiating table followed the arrest of one of his key aides and marked a major climbdown from his earlier pledge to lead his followers to "martyrdom".

The convoy of a female member of Iraq's interim Governing Council, Salama al-Khufaji, came under attack as she returned to Baghdad from Najaf where she was involved in talks to end the crisis.

She escaped unharmed but her son and bodyguard were killed and four were wounded, according to Al-Jazeera television.

Talk of a truce came just hours after a US military spokesman told reporters that "a very large number" of militiamen were killed in fighting Tuesday night in Najaf and the Baghdad Shiite neighbourhood of Sadr City.

Sadr's uprising started nearly two months ago after coalition civil administrator Paul Bremer ordered the closure of his newspaper and threatened to act on the arrest warrant against him.

But despite peace moves in central and southern Iraq, the US death toll in Iraq rose to more than 800 following the killing of three US marines in the western province of Al-Anbar, the coalition announced.

One Iraqi was also killed and another wounded when a makeshift bomb blew up south of Baghdad, the US military said.

A leading Sunni Muslim scholar was also killed and one of his colleagues wounded by unknown attackers, the influential Committee of Ulemas group said.

The attackers' motive was to "sow sedition between Muslims at a time when the country aspires ... to overcome the stalemate of occupation," it added.

With some five weeks to go before the June 30 handover of sovereignty to an interim Iraqi government, nuclear scientist Hussein Shahristani dismissed reports he would be named Iraq's first post-Saddam Hussein prime minister.

UN envoy Lakhdar Brahimi is working on the formation of the interim government but no names have been released so far.

Russian power company Interenergoservice meanwhile dealt a blow to reconstruction efforts, withdrawing 90 of its staff in the first stage of a full pullout from Iraq after two of its employees were killed Wednesday.
